Package package_template added. Now we need new simple function that can instantiate new package based on package_template. It is basically folder copy, few file renames and few file contents renames.

Reconstructed variable INSTALLED_APPS mothra/settings.py - the workflows sub applications are added only in one place not in two. Preparation for automatic adding.

Corrected nasty bug in import_package and consequently auto_import_packages functionality. File ids were not correctly mapped to the data base ids under special circumstances.

Added tooltips at widget's parameters window (tooltip on parameter's name or parameter's value shows parameter description from database)
